Devon's body isn't designed to be mega stocky like Levan; Devon has more of an atheletic build if you look at his military photos. Technically, I think Devon has the formula to stop Levan, but in turn, Levan has the technique to defeat Devon. The difference between the two lies in several factors that go beyond technique: weight, age, injuries and ability to adapt to the moment. Levan is not only mere brute force, he has several resources that he has learned. I think he has learned these resources thanks to meeting rivals like Devon, which has enriched Levan's training (the latter is my guess).
