3:15 With the bolts it makes counting the rotations so much easier so that you have matching pieces. The layer count and twists really give a great pattern.

It's a welded up collet that fits an impact ratchet gun. The bolts are to adjust fitting. An electric gun might be better I found my small compressor running out of power too soon!

What does twisting the hot metal do??

Twisting causes the metal to become dizzy. Once dizzy, it's easier to sneak up on it and bash it with a hammer.

He has said kerosene before. Burns off and leaves thin layer of soot to prevent oxidation I believe.

Wootz steel, damascus and pattern welded are all the same thing pretty much except for a few differences in the process.
