We call them exceptions of the octet rule. Elements like hydrogen, beryllium and boron don’t obey the octet rule because they don’t have enough electrons. Let me give you two pointers 1. Some stable molecules do not have enough electrons to achieve octets around all atoms like I just explained. This usually occurs in compounds containing Be or B. 2. Elements in the third period and below can accommodate more than 8 electrons.The third orbital can occupy as many as 18electrons. Although elements such as Si, P, S, Cl, Br, and I obey the octet rule in many cases, under other circumstances they form more bonds than the rule allows. I hope this helps.
