Swap Health Restoration on the first slot for 20% Ki recovery minimum and it would actually be helpful for Vegeta. But as of right now it's another common Vegeta L in legends.

Hell, make that +50% Ki Recovery and amp both defense boosts from +10% to 25% or even 30% and who would that break? Super Vegeta? Nope. Great Ape Vegeta? That guy is barely an afterthought in the current meta. You can even remove the color restriction, and the only unit that would even come close to abusing it is Revival Nappa. Even then, would that guy be UL Frieza level? Absolutely not.
