The control of a point is determined at the end of the command phase. The roll for the Miracle Dice happens at the end of the command phase as well. As the player whose turn it is, you get to determine the order of operations. Therefore, you absolutely can get a Miracle Dice in the first turn from the Simulacrum.

The control of a point for sticky objective Is at the command phase, the control of a point can change at the end of all phases. I may be wrong tho.

Triumph of st Katherine gives you a miracle dice on your command phase showing a 6. The simulacrum on the objective gives a miracle dice on a 4+ showing the value rolled for the test.

this is why i like most of the sisters book. the cool detatchment statagems that want to target specific units should be %80-100 as strong as a normal strat but then IF YOU MEET THE INTENDED ARMY CONSTRUCTION FOR THAT DETATCHMENT they are %100-120 as good as a basic strat. GW is on this kick where "build the detachment the way we want or your army will be gimped" which is unfun and FORCES a shallow 1 dimensional narrative where instead they could say "your army and they way you choose to express its narrative is valid BUT to prevent X detatchment from being the best because base ability and Y unit thats broken being good to spam %100 of the time here are some extra benefits to balance armies internally and make YOUR NARRATIVE a fun one to playout." same with battleshock based army rules/detachments. they should be STRONG against a shocked unit but as a reward for jumping through that hoop and lucking out that they didnt pass it and if they arnt battleshocked it should just be "here is a strat on par or SLIGHTLY weaker then one of its likeness in other armies" either way excited to get into the game. love seeing the guard on the table.
