I think horses have that mutch horsepower because horsepower is not supposed to represent the actuall full power of horses. The term was made up by James Watt to represent how much horses can his steam machine replace. He estimated the amount of work the horses did by observing them in a period of time. I think it is very likely the horses did not use their full power while they were observed, because horses cannot actually maintain that 14.something horsepower for too long. The work they did was probably more of a casual walk for them, they were just walking around of a wheel to turn it.
