Epsilon 11 makes more sense to deploy than eta-10 when there is a massive site failure. By trusting canon, E-11 are better at containing multiple containment breaches than Eta-10. Even NU-7 makes more sense to deploy, as to aid termination attempts and pacify 682 for further recontainment

Eta-10 is simply there probably because of 096 and 173 because they specialize in containment of anomalies that have to do with direct visual contact. Having every MTF unit for every possible SCP inevitably makes E-11 seem like a generic "bad" task force
