For beginners it's the most dangerous pest. I didn't know what I'm dealing with when I planted tomatoes my first year and lost almost all plants to them. They are resistant to many insectoids. Traps and biological control seems to be best methods of control.

There are female sexual pheromones that distract males from finding a real female, in EU they are marketed as Isonet-T. We use them since 2 years and never had a bigger problem with Tuta since then. You have to distribute them every 3 months starting with planting of the crop. Macrolophus pygmaeus also controls Tuta.
