Yes I think so, after 2 months living in Istanbul, I found taxi drivers here have more than 10 ways to increase fares, including tax avoidance, POS processing fee, highway tolls, waiting fee, tips, baggage charge as you mentioned... I think 10-20% increase is to some extent, acceptable, but sometimes it will be 100% or even 200%, that's crazy!!
