I think the idea is that it's not the women's FAULT that they bring in smaller crowds. There's largely nothing they can do to change it, so they shouldn't be financially penalized for it. The fact is, no matter how hard a woman works and trains, nature gave men certain physical advantages that allow them to be better at most sports than women, in most cases. And, most humans will show up to see the best of the best of the best, not the best in this or that category. So it's unlikely that women's sports will ever draw the revenue that men's sports do. It would almost be like giving someone with a physical disability a job but wanting to pay them less than their abled bodied colleagues (with the same job title) because their disability forces them to work a little slower and give you less profit.

It depends. With soccer, the US women's team brings in bigger crowds and more ad revenue than the men's, but they were paid less for a good while. Women don't always bring in smaller crowds, it depends on the event.
