Basically every times a person is bitten by a blood breed they gain a bit of power, while also being forced to submit to orders from that blood breed. After 13 bites, the person is transformed into a blood breed, but not an intelligent one. So Klaus is almost a full blood breed.

It's basically god powers using vision. His eyes 'see and seek truth'. If something is hidden within illusion or the limitation of the naked eye, the Kamigami no Gigan can see it. He can also control what others can see, share what he sees, or force others to see things that aren't there. He probably won't be shooting laser beams out of his eyes, but it's pretty much OP if Leo can explore the eye's powers and back it up with stamina and experience.
