It is, but what most people don't realize is that the process must continue until the judge declares a mistrial or the state decides to drop the case. At this point, all it really does is make it easier for them to charge Woody with perjury and other offenses once it's over. I know Woody has immunity, but that's just a legal agreement like any other. Assuming the state is competent, they likely made the plea deal with the stipulation that it's only valid if Woody testifies truthfully.
