Lilith not being a full unit in Birthright/Conquest makes sense sure but given the idea of revelations etc, she should have at least been a full unit in that route...I'd take her over Fuga any day. her roll in the prequel DLC stuff just begs to be explored more, pus she is Corrins only sister who is ACTUALLY his/her sister

I think a combination would work really well. Make "Astral Dragon" a class unique to her with Dragonstone (A) / Staff (A) / Shuriken (B) access and she'd always be in my party.
