They just need to file a Canadian income tax return for the year in which they are claiming the rebate. Since all of them are working part time and file their returns (they get their 100% income tax refunded due to low income bracket & tuition credits, and bonus is all these Canadian tax payers funded rebates on top of that tax refund)
