I don't like this take. Sure, his kit seems to be designed in large parts to support Hong Lu, but his kit is also very well structured/designed and fun looking. And he has so many damage modifiers that he'll probably hit pretty damn hard.

7:35 The thing about Hong Lu reloading is that... it's Hong Lu. Of COURSE he can reload, because if anybody in the City should be able to afford bullets, it's him. :V

It mentioned that they able to reload cause in this mirror world Someone that hired them also pay for the bullet cost So both hong lu and heathcliff doesn't need to worry about bullet fee during mission
