Will exterior latex paint stick to these or do I need to sand, prime, and/or use an oil based spray paint? Thanks!

Great question! It should be sanded and primed before applying exterior latex paint.

Are they required by code? My installer said they’re just aesthetic on the coasts

They are not required by code. They are mainly more for aesthetics so it doesn't look like you have cables hanging out of your building.

How can you get no covers and outside?

All line-set materials we use are UV protected and outdoor graded. If you are installing your mini splits in an alley in the city where nobody walks or looks it is definitely possible to bypass spending money on covers.
