A couple more thoughts. When it rains, often it rains hard. To allow the barrels to keep up and level off as opposed to the first one over flowing, I'd use 1.5, or 2" PVC to connect the barrels. The 5/8" garden hose wont keep up. Also, you don't need the pump. The water will drain by force of gravity from the bottom valve.

It's better to use a lawn sprinkler pump instead of a submersible pump. Although the pump costs more, the water pumps out of the hose with the same pressure as from a house faucet. The sprinkler pump stays outside the barrel. The spigot at the bottom of the barrel goes to the inlet, and the outlet of the pump connects to a garden hose.

Since the spigot that came with the barrel has washers and a nut, do the commercial grade spigots also need washers and a nut? Thread size is different on the commercial spigot from the original spigot that came with the barrel

Those spigots are way too small to get water out quickly. I've adapted my barrels to 1 in poly fittings and can fill a five gallon pail in 10 seconds
