Do you happen to know what that first M7 was? The next 8 car M7 was 2096, 658 passed already, it was quite crowded for this time of year, and 1722 or 2060 doesn't make Mineola.

is that 1st Oyster Bay Branch train supposed to be stopped at a signal if theres already a train at mineola??

The signal, the first OB train saw was either a Permissive block, or a Slow Approach. Permissive Block allows one train to follow another at slow speed but with the block occupied, it will mean stop short of a train or obstruction not over 15 MPH. Slow Approach, will mean proceed under 15 MPH and prepare to stop at next signal. That train may have hit a Slow approach signal with that M7 still in the station.
