Fremen already had established cultural framework when other people started migrating into the Planet so those people over the generations assimilated Fremen beliefs but their lifestyle are not similar to Fremen, just like Bedouin lifestyle is not similar to other Arabs despite both of them being Islamic.

@@argyjql9113 Saying Paul and Jessica did the manipulation is not really the whole truth. The Beni Gesserit (Who Jessica is a part of) planted the prophecy thousands of years before they arrived. The Beni Gesserit also had a generations long plan stretching back thousands of years to create Paul, who can see the past of both his male and female ancestors and see into the future. The prophecy they created was a prophecy that said someone like Paul would show up on Dune. Paul just sort of followed the prophecy out of necessity. So the manipulation had already taken place thousands of years before Paul actually showed up, he just followed the script that was laid out for him. Paul also fulfilled the prophecy, just not in the way the Beni Gesserit were expecting. They wanted to control Paul, but Jessica had him behind their back, so they couldn't indoctrinate him before he became too independent and refused to bow to the order.

fun fact, al -gaib is the equivalent to al-khadr in quran, a man of wisdom and teacher of mystic knowledge, he is never mentioned as such in quran but is more a character that teaches wisdom and patience to musa (moses), by repairing a wall, killing a child and sinking a ship. The lesson is something worth to be googled.
