42 minutes for me. I first looked for 4&6 restrictions in columns. Your idea of first looking for 4&6 restrictions in rows was MUCH better.

I spent like forty minutes and two or three resets unable to solve the puzzle until I saw jonathansperry7974's comment on looking for 4/6 restrictions in rows instead of columns, and then I was able to finish in 14:04.
