When Ukraine split off from the Soviet Union they had, briefly, the third most powerful nuclear arsenal in the world in their territory. The very same deal that supposedly guaranteed there sovereignty sent all the nukes to Russia. It's not that simple.

Russia still holds the strongest nuclear arsenal, and north korea is not much far behind. A nucular war with russia and north could end extremely badly. There is an additional risk to Russia if Putin uses nukes: accidents. The initial 2022 Russian invasion was set back due to corruption (e.g. worn out parts on equipment, expired rations for soldiers, etc.). There was also a failed ICBM test earlier in Russia. If this is a trend, a Russian launch of nuclear weapons that are not maintained may result in dud or detonation on its own soil.

I would like to think that Russia, if they were to use nukes, would result in low grade tactical nukes not a 15+ kiloton nuke which would have radiation blowback implications on Russia itself. My fear of them using any nuke outside of the death and destruction, is the media wouldn’t specify what kind of nuke, just that Russia used one. This alone would cause global panic in both emotions and markets. Supply chains are tattered still due to the pandemic, governments have been more brazen trampling human rights since 2020 and this would give them further cause to do so.

Most of this isn't really the point. The important question is "Does Putin care and will people actually obey if he gives the order?" He's an old man and no one really knows his health status. He undoubtably has access to the best bunker the Soviet Union could build. If he can't have his way would he be willing to spend his final years eating canned caviar and sipping champaign while the whole world burns down? Does he really command enough loyalty to order a mass launch or would the chain of command break down when people with more at stake than him have to carry out those orders? Everybody already knows the rest.
