In my 43 years of state law enforcement, I have worked numerous Secret Service security details. The communications breakdown issue referring to secret service communications with state and local government is easily overcome. The local authorities issue portable radios on their frequencies to the secret service. This common frequency is only for the purpose of critical communications of a threat to the principles. These radios need to be issued to all elements of SS assigned to actual security of the principle! I can not believe this wasn't done in this case. I have been assigned the commander of state and local agencies involved many times. We always had direct radio contact with all agencies involved. Had this been the case 30 seconds is more than enough time to removed a principle to a secure area.

The SS never showed up to the briefing, and didn’t communicate with locals until after the incident. So, the SS never received radios or the frequency to communicate. It almost looks like it was deliberate so they could get plausible deniability. It makes me sick that everyone is saying the roof top boy took the shots. The rooftop videocam camo guys even state that they were 'up here the whole time' (but the other camo guy covers for him saying 'we just hauled ass up here'). Secret Security suit guy saw the 'guy detained' (says owner of the bike) on the roof on HIS first visit on the roof at about 18:18. HE is the same SS suit guy he talks about at 19:00 videocam about 'guy up earlier says someone was detained up here'. Cover up by officer saying 'we have people detained down here'.

A 20 yo with no pilot license can fly a drone above the area of a former President's upcoming rally, but the SS denied local LE from using their resources to fly drones over the event or using their own SS drones.
