it is the Paris 2024 Olympic Flame for the duration of the games. But for the first time, it is not a real flame burning fossil combustible, but water and LED lights.

It's an homage to Jacques Charles and Marie-Noël Robert that flew the first hydrogen balloon in History from the Jardin des Tuileries (the place where this video was filmed), The shape has no meaning, it's just early balloons were spherical thus called 'Globe Aerostatique'.
