Haggai addresses the question to the priest because they were appointed as teachers of the Law of Moses, The priest were authorities on the subject; clean and unclean, holy and un holy. The priest were spiritual leaders of God's people. Haggai/God wanted the people to hear the answer from the priest, for it to benefit the people; Haggai already knew the answer.
