Kinda the other way around. The 80s musicians dressing this way stems from the new wave bands, who were trying to set themselves apart from the punk movement that they were abandoning. Part of that included a rejection of the "rockstar" and "punk" æsthetics, and a purposeful return to the "straight laced" look, popular with the "pre hippy" 60s scene.

Unfortunately this was the end of Merseybeat judging by the tunes (if you can call them that) being played, with the exception of Hello Little Girl which may not be the best Beatles work ,outshone the rest of this excerpt.

Music had already moved on by that time, 1965 was a watershed year and the sixties generally extremely dynamic, stylistically. But I think in some way Merseybeat still had an impact on Garage Rock which in the 70s laid the foundations of Punk and News Wave. So in all its outdatedness by 1965, it even was avant garde in a way. Interesting isn't it
