The Workers’ Party supported the original motion put forward by PSP NCMPs, Leong Mun Wai and Hazel Poa, calling upon the government to “review its current budget and reserve accumulation policies”.
While rigorous debate on the government’s reserves policies have taken place in Parliament over the decades, it has often been an unproductive and stymied effort with more left to be desired.
In his speech on the motion, LO Pritam Singh advanced that this is because the overly-secretive and reductive approach that the government has taken towards those that may raise well-intentioned questions on reserves policy, has closed off any possibility for mature and civil conversations.
We have seen this through the narrow mischaracterisation of any enquiries by the Workers’ Party on the use of NRIC for social purposes as wanting to “raid the reserves”. Soundbites like there is “no such thing as oversaving” also do not benefit Singaporeans towards helping to enhance discourse on the subject. This is especially the case when fuller details about the reserves are not forthcoming - a situation that becomes all the more unsatisfactory and acute when MPs have to vote on a drawdown of reserves without knowing how much would be left thereafter.
LO Pritam Singh further advocated that a Standing Select Committee be established to look into the health of our reserves, and how we can use investment returns more equitably in future. Ultimately, as Singapore’s social contract evolves, it will become important for the government to leave itself the option of reviewing its position, in particular on the usage of investment returns from reserves.
