This is a permanent upgrade you get later on in the game from a difficult event. All permanent upgrades carry through restarts or memory repositories. All Units come with level 3 in each stat. Hope this helps :)

Plenty actually, my go to is usually Red Riding Hooded Mercenary. All Around Helper is also another good one for fortitude.
