Thats an inverter unit takes 72 volts DC and inverts it to 120 VAC for the compressor to start. Newer ones use R410A, older ones use R22. Probabaly a Carrier. Carrier made several types of units for EMD and GE locomotives and retrofits for earlier models like the GP38.
