We did the assessment and it says to start in B. My student has completed levels 1 and 2 of All About Reading and is 8 yo. Would we not be able to start in C?

I'm having a hard time deciding for a 7 year old. Do I start him at B? Or wait until he's 8 and move to essentials level A. His reading is a struggle and we are currently using AAR 1.
