He who remains gave us the multiverse. He was manipulating everything. Notice he made sure to send Miss Minutes with info to Ravonna before Mobius could lock/kill her. I believe she went to the 31st century to the variant that would become He who remains eventually and helped give him a head start in relation to his other variants. That's probably why the timeline started branching before Sylvie killed him. So imho, He who remains ensured he would become Kang, the Conqueror. Sylvie killing him sealed the deal, but he had already put things into motion as a safeguard.

Soo…remember 31st Century Scientist Kang discovers that there are universes stacked one on top of another. But it’s the Avengers use of Pym technology in Endgame that invents time travel in the 21st century and sets this process into motion. [Pym, Van Dyne, Banner, Stark, even Lang whose idea it was in the 1st place] The sacred timelines key events are the invention of time travel, and Thanos elimination of the Infinity Stones. That makes it possible for Kang to become the absolute power in the Universe post 31st century. You can be sure that this is what will tie AntMan 3 to Kang.

I love how mentally unhinged this version of Kang (He Who Remains) is. He has seen it all and done it all, but it has left him without a “glorious purpose.” He has everything and, yet, nothing. He knows everything that is going to happen to him and it has left him sad, bored, deranged and (most importantly) broken. Him dying excites him, but also scares him because an even worst version of himself (the actual Kang) is on his way. And if he is way worst than this version... that truly is frightening. I can’t wait for Ant-Man 3!
