jk ignore me just did it in practice tool and it works, then i looked the hotfixes, showing this for Storm surge. Unique Passive - Squall Damage: 120-260 (+40% AP) (melee) / 90-195 (+30% AP) (ranged) ⇒ 100-200 (+30% AP) (melee) / 75-150 (+22.5% AP) (ranged)

@@TheStrafeLulz the effect is pretty easy to miss, I was playing akali and couldn’t tell if the item was working or not either… Honestly I’ve not seen it pay off at all yet, every time I’ve seen a player buy it (pro and in my games) they’ve done no damage and I couldn’t even tell if the item is working or not… yet I still see the casters say it’s busted, gotta be missing something right?

They released it in a weaker state as it was on PBE, but still strong, so they hotfixed it after (as someone below has written the notes from patch 14.1b). LEC plays on 14.1 BEFORE the hotfix, so its still an overpowered item for the pro's (250-700 extra damage for hitting your usual spellcombo damaging atleast 40% of the enemie's hp is not that hard and gives huge bonus damage, + if the target dies before it = giga AoE explosion with that damage). - Not much on tanks tho, they hit the enemy squishies.
