Depend on Mid or Jgl but Mid is more liche bane then stormrazor but if You are ahead, it’s better to rush rabadon for better snowballing. As Jgl, if they are at least 2 Tank (if Jgl is a tank one) rush Nashor’s tooth then rabadon or liche bane then rabadon with a Dark seal after your first recall. Protobelt got a huge buff with stormrazor, both can be great as Mid and jgl. Need to try
