Great video but, it's sort of a bit disjointed & missing some steps. But, luckily as intelligent human beings we can all mesh it together and find something in it that's useful and worth watching. I found it well worth my time.

You can do it in Photoshop with the Cutout Filter (Filter -> Filter Gallery -> Artistic - Cutout)
