I don't think he's being against skirts or topless dresses, he's just expressing how in those days, the industry was sexualizing women by making these type of clothing with the excuse that it's all about fashion, and how the standards were different in comparison to England. Yes you can ask a girl if she wants to have sex but as long as it's respectful, but it's not okay to touch people without consent in any part of the world, we know that now. I saw his documentary and read an interview where he talks a little bit about that topic.

He still sounds his cockney self here really. He’s just speaking with a good vocabulary and on subject with some depth as you said…which it was assumed working class common people wouldn’t/couldn’t do at the time, as you alluded to, and really that assumption still exists
