contact cement works instantly if you put a thin layer on both surfaces and you let it dry before touching them together. It then bonds on contact, hence the name.

Shoe Goo is the best adhesive to use. Some people go with E6000, but Shoe Goo is designed to permanently repair shoe soles, reattach heels and the like.

Is this a 501st approved design? Would I be able to qualify for the 501st using this model?

You MIGHT get basic approval. He's missed a few obvious points. His method is the cheap and easy way to make boots. He hasn't incorporated any of the stitching that was in the original ILM design. You definately wouldn't get Lancer status.

Do you think this could be done in pepakura too? I'm into my first "professional" cosplaying and working cheap to get the hang of it. I'm using just plastified paper and tape (can't find a glue working on that damn plastic).

ur supposed to heat up the vinyl and stretch it about 3-4 times, the flap is upside down, and the holster looks like a SC holster to me.cuz i have an sc kit and its the same holster

If you make your boots following this tutorial, you won't get 501st approval and it won't be movie accurate. There are better D.I.Y.'s on-line. The calf pieces should have a slight taper (wider at the top) to compensate for the back of the leg. And you wouldn't cut your pieces 18" high. You have to test fit your knee armour pieces and measure 1" below the bottom of the knee piece. Also, the tops of the boots have a hem that is folded in and sewn. The velcro closure is also sewn on, not glued. And the dog bone wrap around (the last piece to glue on) has two stitch lines on either side. Vinyl is okay material to use, but movie accurate boots used faux leather.
