I can't imagine being a cop and putting my life on the line so some judge who lives in a perfect bubble can let the creeps walk. You'd think that with all of the expensive technology they have they could invest in a couple of hundred drones. Add WiFi or cellular radios and they could all be controlled from one central location. Add analytics and GPS & you could have it automatically track a person or vehicle. Add charging stations on rooftops across the city and the drones could be programmed to automatically fly to a charging station when the battery is low and two other drones take over automatically. It would be cheaper and safer than three helicopters with two humans onboard risking getting shot at.
