how can you forgot car's logbook. you should get it by post before travel because in Serbia and 100% in turkey on border they will ask you to produce it. In Iran, big no no without car registration documents.

German police was talking non sense. They just doing because of Brexit, your car is older model and registered before Brexit which means it complies EU regulations. Moreover Tinting of the front windows is allowed, but the light transmittance must be at least 70%. (70% of light should pass through) .

UK GOV travel advice : All parts of Slovenia can experience sudden, extreme storms. There can be strong winds and rain, snowfall, lightning and powerful hailstorms. In my experience Slovenes are very hospitable people

The tint in the front is also not allowed in the UK. Did you buy the car used? In which case someone had it tinted. Otherwise take it to Range Rover. You also cannot take the car further without a registration document. You will get asked each time you are stopped.
