Once you remove the super thick stuff why didn’t you use SH? It looks to me like they’re still quite a bit of organic growth that needs some strong SH to clean it properly and a good thorough rinse. Also since they are repainting unless you use SH or another chemical you’re not actually cleaning the substrate on the microscopic level because you didn’t actually kill the organic growth 100%. So what happens is when they paint they are painting over organic growth which will start growing right back through the paint making the paint job fail prematurely. Steam does not kill the organic growth on a porous surface like what you’re dealing with because it dissipates the heat too quickly, especially at the temperatures your washing at.

They aren’t cleaning grease they are cleaning organic growth and should use sodium hypochlorite.
