I dont see this ship as toxic i mean he was there for her when she was in the asylum or whatever even if she didn't know and we see that he gets the idea of that thing while waiting for her even before the hacking he worried about her and was clearly interested in her and hacking just got out of end through the end cuz he was jealous of Javier but still he didn't want to hurt her he didn't release her footage until after she got mad at him he loves her and as far as i'm concerned Javier is no saint either. Raul was there for here all along and Javier just bails on her cuz she jumps into a pool to save someone else.
