If you approach the weather station by going up the western side (instead of east and circling around) you only have to visit the upper area once for the story. The rope to Roamer's Cave is indeed only relevant for following the story. That confused me too at first and I had the same blizzard at night situation as you did. That area is not that well designed from a blind exploration perspective

Im actually kinda mad they added the feature to respawn in interloper i wish it was at leeast only once thankfully i have the option to justt end the run .thats kinda why i fell in live with the game the perma death made it feel like each run really ment you haad to try your hardest to survive plus the other modes are way too easy smh
