I'm sure Randy can speak here if he wants to, but not every time you're doing the job is the goal or is it even allowable to jump to shooting the dude. Someone resisting isn't necessarily deadly force, so you need to be capable to respond to their level of force with an appropriate level yourself. Obviously there's a difference if you're wrestling with some dude in Iraq vs a domestic city doing hostage shit, but rules apply everywhere.
