The world leagues play American Rules football which states that no more than 7 players must be on the line of scrimmage and set for 1 or more seconds prior to the snap of the football. True American Rules football does not state where the 7 must line up on the line of scrimmage (ie. Swinging Gate, A-11 Offense, Overload formations, Wildcat Formations). This is commonly featured in the NCAA Div 1, 2 and 3 for offense, more commonly for Field Goal and PAT and Punts.
