ALL Proof Coins are 'Double Struck' to insure the highest relief. However, when there is rotation involved, then you have a coin worth money. The missing Clad Layer 1971-D is not 'worn down'. Do to a compination of a light strike AND the missing clad layer, the coin could not be fully struck.
