Back then a lot of these Germans and Italians, although American, still spoke their native tongue (as well as English) and largely identified as well... Germans and Italians. So by apologizing to the "nice ducks and geese" in the audience, there were in effect saying "we understand not all of you are bad". The irony of Americas involvement in WW2 is that many (if not most) of those Americans who fought against Germany and Italy were Germans and Italians themselves.

The cartoon portrayed the Nazi Germans as crazy, the Blackshirt Italians as incompetent, and the Imperial Japanese as rather pathetic: it gave us a more era-appropriate way to show the children of the American generation the war without actually showing... Ya know. War? It was a simpler time.
