Been using Commander Cat and he's honestly surprisingly decent, certainly played a key role in rushing the anniversary event bosses. Unlike Delinquent, he's more of a guaranteed freeze not meant to stack up, so you'd use him during Bahamut chains or after the freeze cannon to extend its duration, more similar to Doron, Glass Cat or even Vendor and Healer Cat, still niche for sure but didn't take long to find uses for him.
