From what we know about the Aeons, there is no authority to be taken. Given how the Stonehearts are an extension of the Preservation, and what we know about the previous "war among the Aeons" (the Swarm Disaster and Rubert's War), it is more likely their preparation involves trying to prevent major catastrophic losses that the universe will mostly likely suffer due to the Aeons' clash.

The Ten Stonehearts are Topaz, Aventurine, Jade, Pearl, Obsidian, Opal, Sugilte, Agate, Sapphire, and Amber. In the description of the trailer it also says “Diamond allows the Ten Stonehearts to be independent, with decisions made via equal votes.”

Some things I noticed -The Ten Stonehearts are Amber, Agate, Topaz, Sugilite, Aventurine, Pearl,Sapphire, Jade, Obsidian, Opal. In the order they are shown at the end. -Sapphire and Amber don’t speak. Instead Pearl does for them. Amber’s face is covered and harder to make out. Sapphire is the only one not facing us -Pearl is an Intellitron -When it’s Sapphire’s turn to vote a hippogriff shows up. Hippogriffs symbolize love. -The thing Opal has is a Baby Pacifier.

Actually, Pearl (who is also the intellitron) is the one leading the meeting I think? And Diamond is one of the ten stonehearts. If you count you will notice only nine votes are cast here - Diamond chose to abstain but they're still one of the ten.

The reason it's 4v4 is because Opal didn't vote yet and Aventurine CAN'T vote. They're voting to decide if they should kick Aventurine out or not, Aventurine will of course not be able to vote on that matter, which is why there are only 8 votes before Opal. It's also pretty confusing who's meant to be the leader after Diamond, since it was mentioned Jade was representing Diamond when Aventurine met with her, but Opal seems to be leading in this trailer (maybe because he might be the next one we meet?), and Pearl is also the one speaking for the ones who are not speaking as if she is in a higher position. Edit: Just rewatched the video, Pearl was appointed by Diamond as chair for Aventurine's punishment, so that's probably why she's speaking for the silent/neutral Stonehearts.
