That's actually just the old design for the guest, originally the guest was actually supposed to be the neighbor as seen by alpha 2, which is why the old design had similar clothing to the neighbor, this ended up being retconned by the books, with the guest now being an ancient urban legend that haunts raven brooks. And yes, the neighbor does have a few connections to the guest, he built the park where the guest and the cult reside in, and apparently hello neighbor: SaR (search and rescure) reveals the guest has entered in the neighbor's house and apparently chased the neighbor, it seems mr. Peterson fears him too.

You need to watch the season 2 teaser. There is alot of lore! We have a really good theory of who is the Guest. It is most likely Franklin Peterson aka Theo's old brother. Franklin was experimented on by his own father & he became the The guest so how. Also the Cultist members can control him too so the deaths he did was not his fault.
