The relation between power and top speed assumes everything else stays constant. The Virginia uses a shroud around its propeller so it more efficiently converts the torque from the propeller into forward thrust. The main reason those shrouds exist is so that the propeller spins slower to maintain the same speed, and thus there’s less flow noise from the propeller and a higher speed can be achieved without cavitation.
