The one points you are missing is that some of these 688s are at the end of their rx fuel and can't be extended wo a costly refueling. Near the end of fuel, the submarine is limited in top speed, which makes cross the pacific a slow slog. They could be employed defensely off the US coast. 30 year old submarines also break down much more frequently meaning their uptempo is less. It is not a simple flip a switch to just extend the the life of an old submarine.

We need to complete the construction of the new boats before retiring the 88 boats, in my day we had a fleet of 637 class boats that were operational while the 688 boats were being added, i wasn't infavor of recycling the older boats as opposed to a mothball fleet...
