This is not a new project. It already exists on i-110 (buses also use it) and on i-10 it is being extended to I think i-15

Metro express lanes does not offer VETERAN DISCOUNT or TOLL FREE. Beginning January 1, 2023, a new California law - Assembly Bill 2949 will grant eligible veterans of the U.S. armed forces free tolls on California toll bridges.
